Invitation for Bids – Spring Resurfacing 2023



Sealed bids will be received by the Public Services Department Streets Division of the Town of Kernersville until 10:30 AM on March 2, 2023 in the Executive Conference Room (upstairs) of the Public Services Administration Building located at 509 Michael Street, Kernersville, NC 27284, and immediately thereafter publicly opened and read aloud, to furnish all materials and labor for the construction of Spring Resurfacing 2023 Paving Improvements for the Town of Kernersville.

Interested bidders must obtain a bid package in order to bid.  Bid documents and this advertisement will be posted on the Town of Kernersville website.  See end of advertisement for link to Bid Packet.

Scope of WorkThe proposed work includes five (5) different neighborhoods all located within the Town limits.  Quantity estimates for each area are attached (Exhibit 1). The Town is specifically requesting that Department of Transactions (DOT) approved Turnbuckle style risers be used for the manholes that will need to be lifted (Exhibit 2). An overlay map showing the roads included in the project scope are highlighted in yellow in the attached map (Exhibit 3). The proposed work has an expected duration of 80 calendar days.

Pre-Bid Conference:  Although attendance is not mandatory, it is encouraged and strongly recommended. At that time the various aspects of the project will be discussed. Bidders are encouraged to ask questions. An addendum outlining the items discussed at the Pre-Bid Conference will not be issued; however, any changes to or clarifications of the project documents that occur as a result of the Pre-Bid Conference will be issued as an addendum and become part of the contract.

A pre-bid conference is scheduled for 10:30 AM, Tuesday, February 21, 2023 at the Public Services Administration Building in the Executive Conference Room (upstairs), 509 Michael Street, Kernersville, NC 27284.

Consideration will be only given to Bidders who submit evidence that they are licensed contractors in the State of North Carolina, duly licensed accordingly for the appropriate section of work for which a Bid is submitted.

A 5% Bid Bond and 100% Performance and Labor and Material Payment Bonds are required for this project. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of thirty (30) days.

Minority businesses are encouraged to submit bids for this project. The appropriate forms are attached (Exhibit 4) and must be submitted with each bid to show good faith efforts to obtain Minority and Women Owned Business Enterprise participation.

The Town of Kernersville awards public contracts without regard to race, religion, color, creed, national origin, sex, age or handicapped condition as defined by North Carolina General Statutes, Section 168A-3.  The Town of Kernersville reserves the right to reject any or all bids presented and to waive any informalities and irregularities.

If the Contract is to be awarded, Owner will give the Successful Bidder a Notice of Award within the number of days set forth in the Bid Form. No bidder may withdraw their bid within thirty (30) days after the actual date of the opening thereof.
