SUBCONSULTANTS ARE PERMITTED UNDER THIS CONTRACT.

This contract shall be partially reimbursed with Federal-aid funding through the North Carolina Department of Transportation (hereinafter referred to as the Department). The solicitation, selection, and negotiation of a contract shall be conducted in accordance with all Department requirements and guidelines.

The primary and/or subconsultant firm(s) shall be pre-qualified by the Department to perform ALL of the Discipline Codes listed below for the Town of Kernersville. Discipline Codes required are:
• 00141 – Multimodal Transportation Planning
• 00171 – Public Involvement
• 00200 – Feasibility Studies
• 00316 – Multi-Use Trail Design, Survey & Layout

WORK CODES for each primary and/or subconsultant firm(s) SHALL be listed on the respective RS-2 FORMS (see section ‘SUBMISSION ORGANIZATION AND INFORMATION REQUIREMENTS’).

This RFLOI is to solicit responses (LETTERS of INTEREST, or LOIs) from qualified firms to provide professional consulting services to:
Complete a feasibility study that would analyze the potential alignments for an extension of the Piedmont Greenway from East Forsyth High School to the existing Kerner Mill Creek Greenway. The western terminus of this greenway project would connect to the future terminus of the Piedmont Greenway at East Forsyth High School The eastern terminus will connect to the existing Kerner Mill Creek Greenway Kernersville’s Pope Park

The study proposes to assess the feasibility of two options for installing a multiuse path as shown below. Both options aim to provide safe and efficient bicycle and pedestrian access to an area that includes area schools commercial and residential areas and recreation facilities (including a future pool at Pope Park). Considerations will include the need for potential rights-of-way acquisitions and utility relocations. In addition to improving bicycle and pedestrian transportation options, economic benefits, recreation, public health and community place-making are all aspects that will be inherent to the considerations of options. This will be accomplished by producing a concise report on alignment options with cost estimates. At least one public outreach event shall be provided for local stakeholders.

The completed study must follow NCDOT Express Design Guidelines.
